To check the cookie settings, go to the three dot menu, select Settings. Then Privacy and security, scroll down to Site Settings:
Scroll down and click on Additional content settings, scroll down again and click on On-device site data and check that Allow sites to save data on your device is selected:
Also verify that no sites have been added to the Not allowed to save data on your device section:
